In the winter of 1910, Dr. Wu Lien-Teh stepped off a train in the northern
Chinese city of Harbin. He was there to solve a medical mystery, at great personal risk.
Over the past few months, an unknown disease had swept along the railways of
northeast China, killing 99.9% of its victims. The Qing Imperial court had sent the
Cambridge-educated Dr. Wu north to stop the epidemic.
When Dr Wu arrived in Harbin on Christmas Eve, 1910, he carried little in the
way of medical instruments and had only one assistant. One of Wu' s first acts upon arrival was to set up special quarantine( 隔 离 ) units and to order lockdowns to stop
infected persons from traveling and spreading the disease. He had teams check
households for possible cases, and even managed to convince authorities tocompletely close the railways in the early weeks of 1911. Of particular concern was
the upcoming Chinese New Year holiday, which had become a great annual migration
of people traveling across the country to see their families.
Thanks to Dr. Wu's efforts, the number of plague victims began to die down, and
by March 1, 1911, the epidemic was fully contained. The pneumonic (肺炎的) plague
outbreak of 1910-1911 lasted nearly four months, affected five provinces and six
major cities, and accounted for over 60,000 deaths. It is clear that without the brave
and decisive actions taken by Dr. Wu, it could have been much worse. Had the
epidemic gone unchecked, allowing holiday rail passengers to spread the disease to
the rest of China could have meant a catastrophic loss of life and possibly a global
health crisis.
In April 1911, Dr. Wu chaired an International Plague Conference in Shenyang,
attended by scientists from 11 counties including the United States, Great Britain,
Russia, Japan and France. They praised Dr. Wu for his handling of the 1910-1911
outbreak. For a time, Dr. Wu was the world's most famous plague fighter, a title be
defended in a malaria epidemic in China in 1919, and a return of plague in 1921.

The Australian state of New South Wales rolled out "high definition detection
cameras" on Sunday, designed to catch drivers using cell phones behind the wheel.
Andrew Constance, New South Wales' minister for roads, said the "world-first"
technology would target illegal cell phone use through "fixed and mobile cameras."
The cameras will use artificial intelligence to review images and detect illegal use of
cell phones, according to Transport for NSW.
Images identified as being likely to contain a driver illegally using a cell phone
would then be verified by traffic police. These images would be "securely stored and
managed".
Over the next three years, 45 portable cameras would be set up across the state,
in unknown locations, and without warning signs, CNN branch Sky News Australia
reported.
For the first three months, drivers caught out by the technology would receive a
warning letter, Transport for New South Wales said in a statement, after which the
drivers would face a fine of up to $344, or $457 in a school zone, and loss of points
on their drivers’ license.
"The NSW Government is serious about reducing our state's road deaths and
launching mobile phone detection cameras is another way we will do this." Constance
said in a statement.
Officials said that a trial of the technology earlier in the year had caught more
than 100,000 drivers illegally using a phone behind the wheel. Some 329 people died
this year on New South Wales' roads, Reuters news agency reported, compared with
354 people for 2018, according to official statistics.

An increasing number of European countries are taking a just approach toward
the use of Huawei Technologies Co’s technologies in their 5G network rollout(首次展
示 ), despite the US government’s efforts to persuade them into banning the Chinese
company.
French Junior Economy Minister Agnes Pannier-Runacher recently said in an
interview with local media that France will not follow the United States and exclude
China’s Huawei from its next-generation 5G network.
On Sunday, German Economy Minister Peter Altmaier also defended the
decision not to ban Huawei from participation in Germany’s 5G network in a debate.
Altmaier said, “The US also requires its companies to provide certain information
needed to fight terrorism.” “We didn't boycott them,” he said when commenting on
the so-called cyber security risks associated with Huawei’s telecom equipment.
The US ambassador to Germany complained to such a comparison, saying that
there is no moral equivalency between China and the United States.
In responses to the comment, China’s Foreign Ministry spokesman Geng Shuang
said some US politicians and officials always attack and discredit China. Their poor
performance fully exposed their unspeakable evil intentions and political attempts.
Germany announced in October that it would not single out any telecom player,
including Huawei, in its 5G build-out. German government spokesman Steffen
Seibert said at a news conference earlier this year that “we are not taking a
preemptive(优先考虑的)decision to ban any actor, or any company”.
The objective attitude toward Huawei came as the world is at the tipping point
for large-scale 5G network rollout. According to the global telecom industry
association GSMA, there will be 60 5G commercial networks by the end of this year.
Europe, which is seen by Ren Zhengfei, founder of Huawei, as the second home
of the company, will also see more 5G commercial networks running in 2020. As its
largest overseas market, Europe has many telecom operators that purchase Huawei's products. At the same time, Europe is where most of the US government's allies are
located and Washington is strengthening push to prevent them from including Huaweion 5G plans.
Such a complex situation puts all eyes on Europe to see how it will act on 5G
amid uncertainties. Bai Ming, a senior research fellow with the Chinese Academy of
International Trade and Economic Cooperation, said some foreign countries may
doubt or distrust Chinese technologies simply because they are from China. But
mixing politics with normal business cooperation will delay the rollout of the
superfast wireless technology in the world, Bai said.
