FROM lunch at the school canteen to the delicious dinner cooked by your mother, it’s easy to find pork, an important ingredient in Chinese cooking.
While enjoying the dishes, however, have you ever thought about how many government agencies are involved in ensuring the quality of the meat on your table?

The Agriculture Ministry supervises (监管) farmers raising pigs. The Commerce Ministry supervises those slaughtering (屠宰) them. When the pork is made into sausage, it is the responsibility of the quality supervision and inspection department to supervise production. When it is then sold in supermarkets, the department of industry and commerce steps in. When it enters restaurants, the task goes to the State Food and Drug Administration. And if food safety crimes occur, it is the police’s duty to find the criminals.
This overlapping (重叠) management often leads to the repetition of work and supervision blind spots, says Ma Kai, state councilor. Consumers may be confused about which government department they should go to when a quality problem involving pork occurs.
But the confusion will be soon clarified thanks to a government restructuring plan released on March 10 during the National People’s Congress and Chinese People’s uPolitical Consultative Conference.
According to the plan, a new general administration will be established and will be responsible for a unified supervision of food and drug safety and quality throughout the process of production, circulation and consumption.
So, all supervision before pigs are slaughtered will still be covered by the Ministry of Agriculture, but the duties after that fall on the new administration – the General Administration of Food and Drugs.
On the whole, the reform cuts the total number of government ministry level bodies from 27 to 25, while reorganizing certain other government agencies and departments. The plan is aimed at improving efficiency, China Daily reported.
Another highlight of the shake-up relates to the State Oceanic Administration (SOA).
In recent years, tension has been rising over territorial disputes with neighboring countries. The restructured agency will better protect China’s waters and marine resources, Xinhua said.
It will unify the coast guard forces of the Public Security Ministry, the fishery law enforcement (执行) team of the Ministry of Agriculture, and the maritime anti-smuggling (反走私) authorities of the General Administration of Customs.
The SOA currently has only one maritime law enforcement agency, China Marine Surveillance, and it doesn’t have nearly enough personnel or equipment to guard China’s more than 18,000 kilometers of coastline and 3 million square kilometers of territorial water.

WHILE the NBA All-Star game was heating up last week in Houston, relations between Kobe Bryant and his Lakers teammate Dwight Howard were icy cold.

BEING one of the most recognizable soccer players across the globe, David Beckham, 37, served as a special ambassador for the London Olympics in 2012. Now, the former England captain has been named the first global soccer ambassador for China.
After a year of crisis, including a match-fixing scandal (丑闻), Chinese soccer is trying to repair its image. Chinese officials expect that Beckham’s influence will help restore the game’s reliability in the country.
According to an official at the Chinese Football Association, Beckham will attend the matches of the Chinese Super League and visit clubs to gain deeper insight (深入了解) into Chinese soccer. He will also help to inspire children to play soccer.
